I don't see how the Thorburn comment is relevant. The Eagles backed up that 15 point loss to Ireland A with a 68 point loss to the Maori just 4 days later and a 15 point loss to Canada 10 days after that. That's quite different than repeated good performances by the current 7s team. You're comparing a one-off result, and a stretch of the word result at that, with over a dozen. At best it's an irrelevant comparison.

It's also worth noting that World Rugby standard is 70 meters, not 68. 68 is allowable but it's supposed to be as close to 70 as possible. Anything less than 68 requires special dispensation.
